I wanted to give Phil an update, but wasn't sure about his place in GI Joe.

I knew the Hawaiian shirt had to go . . . and the exposed knife didn't make sense for "undercover." So I went with the shoulder harness from a Rise of Cobra, Hawk, and a Marauder PPK. I may need to add a jacket or coat to help conceal his weapon.

When the "Cobra" limited series came out, I at least found a role for Chuckles with the team.
