Sanction specializes in missions that are too sensitive, crucial, or just plain difficult for normal operatives. Originally a highly trained U.S. Special Forces soldier assigned to the team, he quickly changed his allegiance to "The Commander" for reasons known only to him. He is now a complete devotee of the Cobra organization and has even risen to their highest rank, the Crimson Guard, personal guards and attendants to the Cobra Hierarchy.
