No, that's not the original PMOS and SMOS that Hasbro assigned Blizzard; I felt the need to diversify the Arctic team, and as Blizzard had no screen or comic time, he was a prime candidate to do some tinkering. So, instead of yet another 'Cold weather training instructor', I gave him a support specialty -- specifically, supply. That way the Joes have someone who knows the ins and outs of requisition forms, can haggle with the local populace, et al.

And, just so he doesn't have to wear his snow suit everywhere (one of the few things I disliked about Marvel's influence in the comic -- Snow Job in his parka everywhere, and Torpedo walking around in a full wetsuit), he, like all the Arctic squad, gets some LBC fatigues.
