Cutter was assigned by the G. I. Joe Headquarters to help the Killer W.H.A.L.E. crew in the missions in the North of Brazil (mainly Amazon river).

After more that 20 years of intense training and practice in missions within all the equatorial forests in the world, Cutter had developed great driver and strategic skills and can work the crew in the best formation to use the higher skills of each one of the crew members and take advantage against the Cobra enemy in the hot and wet weather in the North of Brazil.
