Chapel is a member of the Frontline Organization, who is dedicated to fighting terroism and works closley with the Gi Joe team. Chapel is a former CIA Operative who worked in anti-terrorism. He later joined the U.S. Army Delta Force team seeking a more stand up and fight approach to combating terrorism. Chapel saw The Frontline Org. as an opurtunity to expand and strengthen the war on terrorism, so he applied for the team and was accepted.
