Cutter has always been fascinated by the sea and sea craft. He joined the coastguard as soon as he could, but got bored staring out to sea all day from a land based station. He wanted to be onboard a Coast Guard boat out in the freeness of the sea.

He got his wish when he was called to help stop gun and drug smugglers off the coast of Miami. Since this was going to be a dangerous mission, Cutter and his crew were given a small cache of weapons, which included 9mm side arms and some bolt action rifles. The gang had automatic machine guns. Cutter's crew was cut down by AK-47 gunfire. Cutter had no choice but do abandon the mission and escape.

Cutter was awarded a medal for gallantry and soon joined the G.I. Joe team, under the WHALE program. When the WHALE line was mothballed in 2002, Cutter rejoined and headed the Raging Typhoon project.
