General Rey was assigned command of the G.I. Joe team when Hawk was shot. Some of the team members resented his presence, and some like Lady Jaye in particular, just didn't trust him.

Her investigation into his past revealed nothing, as though he had never existed. Nothing sinister ever came to light.

After the destruction of the Pit, Rey was reassigned and command of the team was given to General Colton.
