While working as head of security for COBRA's Ice Station Delta in Antartica; Leonard Snart overheard some TechnoVipers talking about the Mr. Freeze equipment they were trying to reverse-engineer. Learning they had achieved success, Snart managed to steal the prototype cold-emission pistol they'd rigged up, and kill everyone at the installation to cover it up.

He figures he can make more money quicker by freezing vault doors and smashing them to bits with gunfire than he ever could working for COBRA Commander as some middle-management flunkie.
