Bio: In perhaps the only intelligent action of his rule, Fred VII, disguised as Cobra Commander, sent a lowly Viper on a mission to infiltrate G.I. Joe under the guise of a traitor. Instead of being sent to the Joes, the 'ex'-Viper who would become Mercer was assigned to the Renegades. Mercer remained attached to the Renegades and later other officially non-existant units until 2001 when the real Cobra Commander would finally learn the truth regarding Mercer and call him back into Cobra, to lead his legions of Vipers against the U.S. with the knowledge he gained working for it.
