Customizer's Comments: An unplanned custom that turned out great. The only major painting was Dial-Tone's tan shirt to a blue to make it seem like Chuckles was wearing a sleeveless green jumpsuit or something over his Hawai'ian shirt.

Bio: Whenever anyone asks Chuckles what agency he works for the answer is always the same, "My own." As far as anyone knows, that's the truth, he doesn't seem to answer to any known agency. Chuckles has been known to kidnap generals, trick enemy units into doing his work for him and much more to make sure the job gets done, cracking one-liners and other jokes the entire time.
