Head and Torso- Skidmark
Legs and waist- Windmill
Arms- Scoop

Nothing special, aside from being my first custom. I had a lot of figures I bought on Ebay and realized that Skidmark's upper body seems to be the same color as Windmill's lower half. Added Scoop's arms, and I got Ballast.

He's the deckhand for the Joes' larger water craft like the Flagg, WHALE and Tactical Battle Platform.
