This is the 2004 Walmart Exclusive Neo-Viper. He was packaged in a two-pack with Gung-Ho.
Apparently this two-pack was weather themed. Gung-Ho was dressed in all tan, so I assume he was the warm weather part of the pack. The Neo-Viper was gray, black, and silver. I guess he was the cold weather trooper.

This version of the Neo-Viper would fit right into the 2008 "Extreme Conditions" 7-figure Cobra set that was released just four years later
