I wanted Raptor to look very different than his vintage figure. I felt he should, probably for the first time, command respect and, with that hood drawn so far over his eyes, I wanted to give to have an air of mystery. Instead of Raptor wearing a domino mask, I figured it would be more practical to give him some Eye Black to approximate a mask, but also to cut glare while he's flying around (but then also threw in some goggles just in case). I gave him the bracers to give him at least some aspect of having feathers on his costume. Since I didn't give my version of Raptor any literal bird references, that Skydive jetpack really solidifies his avian aspect.
