Headman is in charge of street level operations for Cobra. Drugs, guns, prostitution, gambling, anything that would look bad for the shell corporations that fund Cobra. He is a ruthless crime boss and uses his Headhunters in the most aggressive ways possible.

This was inspired by the work of Keep It Clean Customs. He originally came up with the idea and I liked it so much I knew I needed one for my collection.
