Headman was another character that had a good shot at being cool, but he was wasted. While hesn't that horrible in the comics, having his only focus be on drugs was just too PC.

I saw him as an underworld Kingpin, with a hand in drugs, weapons, etc...

And the Zorro mask was just goofy.
