When a tear in the dimensional vortex was made by Cobra Commander, this opened an opportunity for Lex Luthor to take advantage of a world without Superman to thwart his plans. He first took command of Cobra rather easily offering something that was unheard of by Cobra officers, a winning strategy. After having complete control, he made the general public despise the Joes and turned public opinion against them by making it seem that they planned to assassinate a high ranking government official. This set Luthor up to eventually gain public trust and try a scheme that was foiled in his other home, run for President. If the Joes are unsuccessful in breaking open the rift again, No one may be able to stop him this time.
